OUR COMPANY

Island and Coastal Archaeology Associates LLC (IACARA) is a small business enterprise offering a wide range of archaeological consulting and investigative services. These include construction monitoring, intensive surveys, data recovery, impact assessments, GIS modeling, artifact, ecofact, and human remains analysis, and consultation and outreach with tribal and state historic preservation offices (THPO/SHPO) to ensure that you remain compliant with local, state, and federal regulations. IACARA is based in Eugene, OR and owned and operated by Scott M. Fitzpatrick, PhD, RPA who has more than 25 years of experience conducting research in the Pacific, Caribbean, and North America.

SPECIALTY AREAS

Our staff and hired contractors have extensive experience in the Pacific on projects involving construction monitoring, archaeological reconnaissance, and cultural resource inventories (surface and sub-surface). We are able to provide archival and other basic investigative services, develop plans for mitigation in consultation with our clients and SHPOs, facilitate and prepare impact assessments for cultural resources, and present findings to different stakeholders, both public and private.

As archaeologists specializing in the Pacific Rim and Caribbean, we are also keenly aware of the need for cultural sensitivity and using traditional knowledge in our work. In many cases, we work alongside tribal members, descendant communities, and other colleagues to collect oral traditions about archaeologically significant sites and develop collaborative relationships to ensure that documentation is rigorous and accurate.

CULTURAL RESOURCE MITIGATION

We have conducted numerous contracted projects in Micronesia, particularly Palau, that have included different kinds of cultural resource compliance activities, ranging from monitoring construction activities for the U.S. military, fiber optic line installations, hotel development, and cultural resource inventories for the Palau Bureau of Historical and Cultural Preservation.

SERVICES

Our staff and network of specialists provide a range of technical services that include archaeological survey and mapping (Phase I); more intensive investigation (e.g., Phase II and III excavation procedures) coupled with analysis of recovered artifacts and ecofacts; photo documentation (e.g., standard cameras, drones); Geographical Information Systems (GIS); data storage and analysis that take advantage of In-Terris Site Registries <www.interrisreg.org> to effectively manage information and for long-term curation of materials; statistical analysis; preparation, submission and chronological modeling of radiocarbon dates; bioarchaeology (e.g., identification and analysis of human skeletal remains); and public outreach, including comics illustration.

PUBLIC OUTREACH AND PARTICIPATION

Our staff has a long history of presenting findings to a broad range of audiences, from the public to academics. When possible, we work with both private and governmental organizations to ensure that cultural resource activities we conduct are visible and that research results are reported in a timely and responsible manner. In the past, we have presented our research results at national and international conferences, including the Society for American Archaeology and Indo-Pacific Prehistory Association, and in more select forums. We have also developed novel ways such as comics to disseminate our work as part of community outreach initiatives. If desired, we are more than happy to craft individualized outreach programs and products to help you communicate with various stakeholders.
